The new public management movement emphasizes that it is necessary to play the role of market mechanism and learn the management methods of private sector,so as to improve the administrative efficiency and management level of public sector.The civil service appointment system studied in this paper is to draw lessons from the western public management movement and apply the personnel management of the private sector to the public sector.As an important part of the civil service management system,the smooth operation of the civil service appointment system is conducive to deepening the reform of the civil service management system,optimizing the structure of the civil service team,and thus improving the national governance ability.This paper takes the pilot practice of the civil servant appointment system in X City as the research object,and investigates and studies the specific practices of various levels and departments in the recruitment and use of civil servants appointment system since the pilot of the civil servant appointment system in X City in 2015 through empirical research method.The author through to the system of civil servants group and the appointment of the organ and the competent department of civil servants involved in-depth interviews,makes every effort to restore the civil service system of the relationship of the concrete practice process and the parties,from the micro perspective on the depth of the system implementation for digging,clarify the related parties under the employment system of civil servants behavior logic and reality,In order to present the new phenomena and old problems arising from the combination of the system design and reality soil.Through in-depth interviews,this paper puts forward the phenomenon of "long-term mentality" of civil servants under the employment system,which has not been seen or paid attention to in the previous academic research field and practice field,and analyzes the civil servants with"long-term mentality" from the aspects of personnel characteristics,work motivation,personnel source,age status,post characteristics and so on.It is suggested that the civil servants with positive "long-term mentality" should pay attention to their promotion needs,and the civil servants with negative"long-term mentality" should give full play to the role of incentive and restraint,and initiate withdrawal mechanism when necessary.At the same time,the civil service appointment system in the practice of the lack of effectiveness of recruitment,management style convergence,lack of promotion channels,low dropout rate of universal problems,combined with the actual analysis,with the Smith policy implementation model as the guidance,analysis of the reasons,put forward countermeasures and suggestions.
