Since the third scientific and technological revolution, the world economic and political pattern has undergone great changes. Managed by civil servants has become the first country the way the current world. Since China has long planned economy, so that the original use of national staff, as too closed, and low efficiency, etc., has been unable to adapt to the current economy is not killed, in order to accelerate the pace of reform to the staff, so in 2006, it introduced the "Civil law", to use the legal authorities to clear the way to implement the appointment system for some civil service jobs based on the specific content of the work. This is the reform of the personnel system for rich sound civil service management to actively explore, study abroad is the civil service system of reference. Therefore, it has broken the iron rice bowl of the civil service system, thus releasing capacity of civil servants, the civil service to become a community innovative, thus greatly improving the efficiency of administration. Since the country on a pilot basis, the civil service appointment, gradually increased, and the rate of increase is growing.I tried to in combing absorption at home and abroad civil service appointment system theory and practice based on, in our country especially Anning City in the appointment of civil servants in advance in the process of specific initiatives, some achievements and existing main problems make examine and sort out, and puts forward the solution to some problem is one of the effective ways and countermeasures, hope for the appointment of civil service reform in the theory and practice have enrich and development. Firstly, this paper describes the background, significance, research content and methods of the selected topic. Secondly, it discusses the connotation and significance of the civil service appointment system, mainly analyzes the historical background and connotation of the civil service appointment system, and points out the influence and significance of the implementation of the civil service appointment system in China. Again, in order to calm the city as an example of the civil service appointment system and the establishment of the characteristics of the process of the highlights, the existence of problems and reasons for the in-depth analysis. Finally, in the light of the difficulties existing in the implementation of the civil service appointment of Anning City, combined with foreign related civil service management and appointment system and China’s various provinces and cities civil service appointment system reform practice experience, to further improve the civil service appointment of Anning City countermeasures.
