From an international perspective,the implementation of the employee system and the appointment system reform is an inevitable trend in the development of personnel administration systems in various countries.From a national perspective,the implementation of the appointment system is an important part of the cadre personnel system and the reform of the civil service system.Foreign scholars' theoretical analysis and practical research on civil servant appointment system are focused on the improvement of government administrative efficiency.Domestic scholars' research on civil servant appointment system has macroscopic theoretical research on the legal basis,unique value and mechanism system of civil servant appointment system.There is also a micro-positive study on the "in,management,and exit" of the civil servant.This paper takes Wuhan pilot as a typical case study of civil servant appointment system.At the same time,it selects the United Kingdom,Germany,the United States and Japan as the reference cases for the study of foreign civil servant appointment system.It chooses Shanghai,Shenzhen and Xiong'an New District as the domestic civil servants.The reference case of the pilot system focuses on the macro-consultation ideas of the civil service appointment system practice in each case and the micro-institution system of “advance,management and exit”.Through literature review and induction,interview investigation and other methods,this paper deeply analyzes the preliminary results,existing problems and causes of the implementation of the civil servant appointment system in Wuhan,and deeply explores the civil servant appointment system through the comparative analysis of the domestic and international civil servant appointment system practice.The road to practice of Chinese specialization.Combining with the pilot practice in Wuhan and the useful experience at home and abroad,this paper proposes the path of perfecting civil servant appointment system from five dimensions: value,system,organization,mechanism and ethics: following the value pursuit of safeguarding public interest and improving administrative efficiency;Improve the system of appointment system for civil servants;explore the matching methods of task-based organizations and civil servant appointment systems;consolidate the market mechanism for the operation of civil servant appointments;and strengthen the code of conduct for civil servants in the ethical spirit of civil servants.The in-depth development and improvement of the civil service appointment system in China requires five dimensions from value,system,organization,mechanism and ethics,combined with the actual situation of our country to formulate countermeasures and develop ideas,and promote the civil service appointment system with Chinese characteristics,reflect Chinese wisdom and conformity.China's national conditions.
