| In order to adapt to the changes of the times,improve work efficiency and deepen the reform of the system,the Civil Servant Law and the Administrative Regulations on the Appointment System for Civil Servants(Trial)put forward the civil servant appointment system.。This is an innovation in the personnel system,and it also improves the civil service system.However,due to a late start and lack of researches,the appointment system for civil servants has not been widely recognized.Therefore,it is necessary to explain the necessity of implementing the civil servant appointment system in China from the realistic background,theoretical basis and research significance.The article elaborates the civil servant appointment system from four aspects.The first part explains and compares the four main civil service systems in our country: Civil Servant Appointment System,Civil servant system,Civil Servant selection system,and Government Employee System.By comparing the advantages and disadvantages,and combining with the four popular theories,this paper further analyzes the civil servant appointment system,so that readers can have a more comprehensive understanding of the system.The second part combs the problems in the implementation and current situation of civil servant appointment system in our country.It points out the problems and shortcomings in the three aspects of entrance,process and exit.The third part,by learning the system and management methods of the United States,Germany,Britain and Japan,absorbs their essence for our own use,and optimizes the path of our civil servant appointment system.In the last part,according to the previous theoretical basis,system comparison,existing problems and so on,proposed how to improve civil servant appointment system from the aspects of recruitment,management,assessment,withdrawal and other aspects.This paper strives to build a civil servant team that can withstand the test of the times,constantly improve the administrative effectiveness and efficiency,improve the management level,and provide public services for the people wholeheartedly. |
