During the first several years after the World War II, Japan was occupied alone by the U.S.A. The U.S.A. therefore controlled the compensation question of Japan. With the beginning of the Cold War and the changing political map with the appearance of red China, the U.S.A. changed its attitude towards Japanese war compensation. China became the American main rival in East Asia, the Americans engaged in a contain strategy in East Asia after the Outburst of the Korean War.One of the objectives of the American contain strategy was to prevent the development of the traditional trade between China and Japan. The Americans instead hoped that Japan should strengthen its economic ties with Southeast Asia. The changes of the American Asian policy had influenced the Japan's economic development and trade policy after the war, and had encouraged Japan to conduct economic diplomacy to Southeast Asia.Japan was entered into the western anti-communism camp headed by the U.S.A after the signing of "Contract of San Francisco". Japan was forced to give up the Chinese market in order to follow the U.S.A. Southeast Asia became a realistic choice in Japan's Asian trade. In this way Japan's war compensation was interwoven its economic policy towards Southeast Asia. Gradually Japan had improved its political and economic standing and launched the economic diplomacy to the Southeast Asia.
