At present, the soul of educational reform in China is to cultivate the enterprising spirit and practical ability. Likewise, the major objective of the teaching reform in cardres' education and training is also to do the same thing.At the beginning of 2004, the Central Party School tried to implement research-centered teaching in their training course concerning cardres at the provincial level so as to meet the new requirement---"Innovate the trainin method; Improve the training quality; Launch the massive training project of cardres". After two-years practice, a brand-new teaching reform of cadres' education throughout the whole country is touched off just because such research-centered teaching method fits in with the development of our age and regular pattern of cardre' growth, as well as the requirement of strengthening our parry's ability to hold power.Under such grand circumstance, taking party school of Gansu provincial Party committee as subjects, this thesis investigates and analyzes the exsiting situation of research-centered teaching in cardre' education and training. Eventually, the existing problems have been analyzed and the developing strategies have been proposed at the end of the paper.The whole thesis consists of six sections:The first section is the introduction, it is discussed that the effective way of improving the quality of cardre' education and training is to implement research-centred teaching. The research background, existing situation, research purpose and significance, together with the research method are all included in this part.The second section introduces the main concept, objectives, characteristics and procedures of research-centered teaching. This kind of teaching is to add the research questions into the whole teaching process. It is also a sort of student-centered teaching and the interaction of the two parts should control the whole teaching process. Its major objectives are as follows: to gain the researching experience; to cultivate problem-finding and problem-soving capability; to develop information-collecting and information-using ability; to learn how to cooperate with others; to cultivate the scientific attitude and moral and to develop the sense of duty and responsibility to the whole society. The main characteristics are the opening, explorating, pratical, autonomous and cooperating. There are six subsections in its teaching procedure: the design of research topic; the group-devision of research topic; classroom-teaching and self-study; the investigation and research of teachers and students; the discussion and decision of the outline and the writing of the reseach report.From the perspective of cardres' education and training, the third section discusses the basic conditions, its necessity and feasibility of the realization of the research-centered teaching. Such kind of teaching method would yield benefits in the training method; the teaching priciples and teaching evaluation. Based on the characteristics of cadres' training and learning, this teaching method is very practical.The fourth one put forward the existing conditions of cardres' education and training in party school of Gansu provincial Party committee. Investigation, interviewing, questionnaires, observation and documents-searching are all applied in this study.Six key problems are exposed in this research: (1) The teachers do not understand such brabd-new teaching belief; (2) The learners do not pay much attention to such learning process; (3) There is not enough and effective guidance to such reaearch-centered teaching;(4) The realization of the teaching objectives is just at the surface level. (5) There is much need to perfect the evaluation of such teaching; (6) The managing system of such teaching is imperfect.The fifth section proposes six developing strategies to solve the existing problems in order to promote the development of such kind of teaching. (1) As to the teaching belief, the combination of teaching and learning is adavocated; (2) As for the teaching tasks and objectives, research-centered teachers and learners should be trained; (3) As to the teaching design, the multiple level and systematic content should be conceived; (4) As for the implementing of teaching, it is better to simplify the procedure and specify the main points;(5) As to the teaching evaluation, a dynamic and overall mechanism should be established;(6) As for the teaching management, reasonable arrangement and all-round consideration are needed to make sure that research-centered teaching should be carried out smoothly.The last section summarizes this paper and affirms the achievement which has been obtained. The weakness and direction to the further study have been pointed out in this part.
