Both of Humanity's survival and the development are restrained by the environment while profoundly affecting the environment. The pollution and destruction of environment has become a big worldwide issue of the human life and development, which aroused more attention around the world. In 1980s, some developed countries proposed the transformation of traditional economical development pattern from the concept of sustainable development, they advocated industry ecosystem pattern, and then proposed the proposition of circular economy from this foundation. From the beginning of 1990s, these countries have regarded the circular economy as an important approach to achieve the sustainable development. The circular economy is one of the economical development patterns, which is established in the foundation of matter are used circularly. The pattern requests a circulating process like"resources - product - regeneration resources", which is made up according to the natural ecosystem pattern. The core of circular economy is the ecological economy. It takes"reduce, reuse, and recycle"as the basic directive principle. The establishment of circular economy is a huge progress in settling the problem of environment and development. And it is the best approach that solves the sustainable development now. Simultaneously, it is the objective request when the economy of our country develops to a certain stage, and also a strategic choice for us in the 21st century. As a new pattern which is different from the traditional economic type, the circular economy propose a new request to the national adjustment mechanism (including government adjusting mechanism, market adjusting mechanism, society adjusting mechanism).
