From late 1970s to the beginning of 1980s, Chinese domestic and international situations have had series of changes, China transforms diplomatic strategy of One Line into Independence and Nonalignment at the proper time. It was precisely this diplomatically but strategic transformation that had created a good international environment for Chinese domestic reform and open policy and the modernization, and it caused the Chinese diplomacy to break passive aspect to welcome for a brand-new epoch.This article is under the guide of historical materialism and dialectical materialism, and it carries on analysis and elaboration of this diplomacy strategic transformation's origin, content and historical significance according to the developmental logic of the thing. This diplomacy strategic transformation bases on premise of new changes in the international situations, domestic economy's needing to develop as well as carrying on profound understanding to the time subject. And it entrust Independence and Nonalignment diplomatic policy with new content, nonalignment; not deciding the friend or stranger by ideology, anti-hegemonism, developing relations with the third world country. It was just because that China has chosen Independence and Nonalignment diplomatic strategy, and firmly to embark from the maintenance of national interest and people's benefit in our country when processes country relations, firmly stick to our own way, to seek the opportunity of cooperation in mutual benefit, so it brings Chinese diplomacy a new space and a new prospect, an extremely initiative position in the international relations.The Independence and Nonalignment diplomatic strategy still instructs the Chinese government when processing diplomatic relations after Cold war, moreover, the discussion of this theory is benefit to deepen the research of Deng Xiaoping's diplomatic thought.
