International public affairs are the exemplifying product of globalization that encompass multilayered, multilevel areas of issues -ranging from the intricate relationship of national sovereignty in global governance to international politics, trade, human welfare, ecology and the environment as such - that in its interdependent trait cast tremendous influence on the collective survival and welfare of mankind. In searching for effective governance over international public affairs remains to be one of the grimmest challenges for today's international society.The formation of transnational civil networks has become one of the most vibrant phenomena in the globalization age. As a response toincapability of nation state governments and lack of governance impetus in resolving sensitive human issues, civil organizations from around the world have taken upon themselves to initiate transnational networking and become actively engaged in building transnational activity and advocacy network. Since the 1970s Non-governmental organizations (NGOs) that are categorically transnational in its activity structure have grown rapidly in numbers, evolving to represent a prominent power in international public affairs which is characterized by its rich flow in transnational movement and network. Undoubtedly, the metamorphosis of transnational civil network has ever since gained a strong footing in enforcing civil participation in transnational issues, moreover, it has exerted itself as being a prominent and essential actor that conducts independent monitoring of policy making and implementation. This dissertation intends to investigate on the approach and modus operandi of NGOs and partnering transnational civil network in its engagement and participation in international affairs via theoretical analysis and empirical inquiry. And base on the findings, this paper attempts to probe into the context and nature of civil participation in today's world society.The methodologies employed in this research are literature review analysis and case analysis. Literature review analysis serves in assessing NGOs participation structure and function models when engaging in transnational issues; case analysis demonstrates the participation modus operandi in multilateral dialogues and interactions with various international actors. This paper seeks to investigate through actual case observation of the power struggle transnational civil network confronts when participation in the process of negotiation as well as policy making with various actors, e. g. national governments, international governmental organizations, and multinational companies. The analytical assessment will lead to a comprehensive review of transnational civil network's capacities, effectiveness and limits when participating in international public affairs.
