A Study On The Normalization Mechanism Of Public Participation In Civil Servant Quitting In China

The civil servant quitting system is an important part of the civil service system in China.Its construction and improvement are the key to the smooth export of the civil service system and the optimization of the metabolic mechanism of the civil service.However,for a long time,the withdrawal of civil servants has been regarded as a matter of personnel management within the party and government organs.The transparency and openness of its operations are not as good as those of civil servants.However,due to the importance of the exiters and their positions,public issues continue to arise.Based on this,this paper takes the normalization mechanism of public participation in civil service withdrawal as the basic point,discusses in a regular manner the normalization of the participation mechanism and the civil service withdrawal system,the current status of the public participation in the civil service withdrawal and the problems and causes,and put forward The idea of building a normalized public participation mechanism was explored in a rational way for the public participation mechanism in the civil service withdrawal.This paper believes that the combination of the civil servants' withdrawal and the public participation mechanism is in line with the current social conditions,and the establishment of a normal mechanism for public participation withdrawing civil servants has realistic possibilities.First of all,according to the principle of popular sovereignty,people have the right to supervise public power,and the operation of public power must rationally absorb the opinions of the people.At the same time,public participation helps to shape the legitimacy of the government.This lays a solid foundation for the integration of the two.Secondly,the public participation in civil service withdrawal must follow and practice the principle of the rule of law and establish a legal channel for the participation of the masses,that is,systemization of the legal system through the institutional design of public participation,and the humanization of public participation through the establishment of the threshold of public participation.Set the rules and regulations for public participation to achieve orderly participation in public participation.Finally,the normalization operation should be used as a public participation mechanism for the civil servants to exit from,and specifically,it is necessary to construct multi-level participants according to the degree of interest,build content and methods based on the nature and characteristics of posts,and build participation according to the authority of management.Supervision and relief mechanisms.Through interpreting the relevant institutional texts and analyzing actual cases,this paper finds that there are three major difficulties in public participation in the current civil service exit,namely,the lack of participation in participation,insufficient implementation of participation opinions,and limited scope of participation.The causes are the participation of the participants at the subject level,the weak awareness of ordinary citizen participation,the deep official awareness of civil servants,and the weak participation ability of ordinary citizens.At the institutional level,the level of institutionalization from public participation is low,and the level of civil service exit information disclosure is low.At the policy level,the main causes are lack of public participation law and weak implementation of public participation policies.In the face of these difficulties,this paper attempts to put forward a path to build a normal mechanism for public participation in civil service withdrawal.The first is to improve the participants' participation ability by cultivating citizens' awareness of participation,raising citizens' participation ability,and enhancing the credibility of the government;second is to classify and perfect the system,that is,to establish a public supervision mechanism for the resignation of civil servants,to improve the assessment system before the civil servants are dismissed,and to establish the retirement of civil servants.After the social supervision and community service system,the establishment of the public review system for the removal of civil servants;the third is to quickly make up for deficiencies in the legal rules,clear the provisions of the legal provisions,and to repair the lack of existing laws and regulations.Improve the effectiveness of laws and regulations.
