As a new governance model, network governance is a trial for government, when the environment getting more complicated, it cooperated with private organizations, NGOs and citizens to manage the public affairs, and the purpose is to provide public goods and public service better for the people. Based on the enterprise network governance theory, this article elaborates the connotation and characteristics of network governance. As a key part of this article, the author analyses the five mechanisms of network governance and introduces the three operational forms of it, which are polycentric governance, partnerships and policy network. Connecting with China's current situation, the thesis describes the practice of villager self-government, community self-government and E-government, which are regarded as the application of network governance thinking in China. The author intends to offer a few suggestions for them on the basis of the characteristics of network governance.This thesis is composed of four parts, about 30,000 words.The first part is about the connotation of network governance, which involves the concept of network and the governance theory. In this part, it takes the enterprise network governance theory as a reference, and focuses on the analysis of the connotation and characteristics of network governance.The second part introduces the operational forms of network governance. Polycentric governance, partnerships and policy network are the three popular pattern of network governance in western countries.The third part is about the five mechanisms of network governance, which are adaptation mechanism, trust mechanism, coordination mechanism, integration mechanism and maintenance mechanism. The five mechanisms are complementary in practice and only with the right governance tools, they can exert great effects. The fourth part examines China's application of network governance. It focuses on the practice of villager self-government, community self-government and E-government. The author gives some suggestions on how to improve China's network governance practice.Putting forward the governance mechanisms and emphasizing the local adaptation of network governance are the main targets of this thesis. The author intends to advance some suggestions for the practice of network governance, so as tostrengthen its practical meaning for China. However, limited with the researching capability, the analysis of network governance is not completed, and the empirical study is not very supportive, which only can be improved in later research.
