What worth to be pointed out is, the Public Security Bureau has been gradually realizing the importance of the management of science and technology projects and is actively carrying on the practice. In 2003, the Public Security Bureau in Wenzhou has created a new department for the management of science and technology with the responsibilities of project initiative, implementation, tracking, quality assurance and documentation. The new department has thereafter formulated related policies on project management, initiated plans on the future development and established expertise proof and the approval systems. In reality, however, it happens frequently in the management work of science and technology projects that obstacles surface and they can not be resolved. As a result, these obstacles puzzle and bother people because they can hardly be resolved by simply applying any existing management theories. Today, despite the surging waves of info-structure build-up and the consequential increasing in the annual budgets in the public security sector, people are still facing problems such as poor product quality, missed timelines, over budgeting and etc. Should not effective resolutions to these problems be figured out, hardly could we provide the healthy environment for the information construction in the public security system.This paper attempts to introduce and summarize five development stages of a project life cycle and some other important concepts in the project management theory. Using as examples the author's years of collective working experience and the successful practice of project management work in the public security bureaus in Shanghai, Nanjing, the paper, with considerations of the characteristics of the public security sector, is to provide with the author's views on how to better develop and manage technology projects. As an expectation, the author hopes this paper will help improve the quality and the productivity of the development of IT projects. Firstly, the author believes that what should be emphasized on first in a well managed project is a good plan. It is a necessary pre-condition to have 'plans as the forerunners'. Secondly, the innovation in the methods of project management, the establishment of integrated technical management organizations, and the perfection of each working mechanism are the foundation and thus the safeguard of the development of technology projects.
