With China's entering WTO, the implementation of Public Servant Law, the change of internal and external environment in public sector in our country, which demands public sector to promote organizational capacities constantly, to create the environments of personnel development, to endeavor to develop human resources, to strengthen the training of functionaries. So, most of public sector have constituted corresponding training mechanism. However, many sectors didn't prove that it was worthwhile to invest in training. It is hard to evaluate combined quantitative analysis with qualitative analysis in the process of the evaluation on training effectiveness. It is believed that it is a delicate question that how to select the evaluation tools, the functionaries who engage in evaluation on training effectiveness often feel difficult to select suitable evaluation approaches.Based on introducing today's main evaluation mode of training effectiveness and evaluation approach of training effectiveness, the thesis emphasizes to advance a new evaluation approach of trainingeffectiveness......Identical Discrepancy Contrary evaluation in the light ofMr.Zhao-Keqin's Set Pair Analysis theory and the application to evaluation of training effectiveness.
