The Application Of IDC Evaluation In The Evaluation On Training Effectiveness Of Human Resource In Public Sector

With China's entering WTO, the implementation of Public Servant Law, the change of internal and external environment in public sector in our country, which demands public sector to promote organizational capacities constantly, to create the environments of personnel development, to endeavor to develop human resources, to strengthen the training of functionaries. So, most of public sector have constituted corresponding training mechanism. However, many sectors didn't prove that it was worthwhile to invest in training. It is hard to evaluate combined quantitative analysis with qualitative analysis in the process of the evaluation on training effectiveness.
