The problem of the marine environment is one of the three major problems that we human beings are faced with in the twenty-first century. Covering 71% of the surface of the earth, the sea is a major component in the supporting system of life on the earth, and an important adjustor of the environment. It is also a cradle for life, a treasure house of resources, the home of wind and rain, and a passageway that connects the five continents on the earth. The sea has become a great wealth for the sustainable development of human society and the last space on the earth. Following the radical increase of human population, the resources on the land have been in short supply, owing to the extensive exploitation by human beings. The marine environment is, therefore, suffering greater and greater pressure from mankind because human exploitation of the sea is getting more and more serious. The protection of the marine environment has drawn extensive concern and high attention from the international community, especially the costal countries.It is insufficient for us to rely on only one or two countries' individual statutes or treaties to settle the problems of the marine environmental pollution. We need more close cooperation among all countries concerned, so as to establish a complete set of international and establishing the legal system on environment salvage at sea.Up till now, the environmental protection within the scope of the international conventions and domestic legislations has failed to meet the requirements on environment salvage at sea. With constantly enhanced environmental consciousness, environment salvage at sea followed by pollution cleaning should be attached more importance.At present, not many achievements have been made in the systematic research of the legal system of and the international cooperation in marine environment protection. As an attempt to fill the gap in this field, this paper covers international laws, international law of the sea, oceanography, oceanic policies and sea management, and adopts methodologies including theoretical analysis, combination of theory and practice and comparative research. In this paper, not only theories concerned are analyzed,compared and generalized, practices adopted domestically and internationally are also reviewed. Through analysis into legislations and the present conditions of the environmental protection both international and domestic accompanied by deep insight into the rationality and feasibility of establishing environment salvage at sea, the dissertation brings forward the concept of environment salvage at sea and give prominence to the necessity of establishing the legal system on environment salvage at sea.
