With the quick development of science and technology, people are taking more and more attention on improving their working efficiency, not only enterprises but also the government who also requests it to make full use of new technique in order to improve efficiency itself to serve our social more operatively. The working contents of government include management of both itself and society. As to its own control, management of government officials is the most substantial. The introduction of technology to official management bears out electronic human resources management system, that is so called e-HR management system.E-HR system is composed of several functional models, which are sorted out according to the procedures of human resources management as following: fundamental information,recruitment,training,paying,performance,self-serve and system control models. It is more popular in enterprises then in government in China since government has not built up the system large-scaly because of several kinds of reasons. The specific construction of e-HR management system depends on the realistic characters of departments who is to take use of it. There is no such a stable style which is suitable for all users. Because government officials are different from usual business staffs, so we have to administer government officials complying with related laws and legislations. Therefore, e-HR management system should achieve not only common functions but also those exceptional requirements at the same time. It is just on account of the conditions above, the author wants to do a research on e-HR system for government.The thesis makes an introduction in the first chapter to elaborate the researching purpose,background and meaning, study situations of both internal and abroad and also researching methods. Meanwhile, explains some words, and declares the difficulties in the course of writing the thesis. In the second chapter, it introduces concepts and functional models of a common e-HR system, and also the implement steps. The author utilizes in the third chapter the construction of Shanghai Personnel Bureau Official E-HR Management System, which the writer had taken part in as social practices, to deliberate the valuable ways of constructing the system in the light of its actual situations and problems, including the entire structure and technique ways to accomplish. The last chapter makes an overview of building e-HR system for our government, summarizes the requirements of the system, draw lessons from Shanghai Personnel Bureau Official E-HR Management System,experiences of enterprises the writer has worked in before and success measures which have been already carried out by foreign governments. And also shows codes of major models and preparation of interrelated facilities in the end of the thesis to manifest the worth of research on this topic.
