Study On The Social Securities Of The Migrant Workers

With the fast paces of urbanization, the farmers are moving to the city constantly; the constant enlargement of the size of migrants and the various contradictions and questions caused by accordingly receive the extensive concerns from the different sectors in the society, but the attention to the social security rights and interests of the migrant workers is insufficient.The fact that the basic rights of the migrant workers could not guaranteed will influence their subsistence and development, the economical development of the countryside and towns and the stability of the society and the essence of the equality of social security.So, setting up the proper social security system for the migrant farmers is imperative. Making the urban social security system cover the migrant workers or establishing a totally new social security system for the farmer labors in not feasible using the present available financial resource and the technique. So, the ideas of "unified goal, pluralistic transition, and build the social security system for the peasant workers systematically is put forward in this article. It also points out that the migrant workers should be classified according to the job characteristic, fluidity extent and income situation. The pertinent social security system could be set up stage by stage and step by step according to the order of importance and emergency of demand. The article classifies the peasant workers into three types: urbanized peasant workers,floating rural peasants and migrant workers as farmers, and the social secure levels could also be divided into three levels: the core ensure contents,the indirect ensure contents and the supplemented ensure contents. The article emphatically discusses the core ensure contents of each type of workers and correspondingly establish the launching mode.
