The Study Of Government Responsibility In The Migrant Worker’s Social Security

With the development of the economy, the migrant worker has become a huge, can not be ignored special group, it also be defined as a new labor force. The migrant worker becomes a great force which promotes the development of the society. However, because of the dual system of our society, in reality, there is a big different between the migrant worker and the urban residents. The migrant worker has been excluded of the social security. They can not gain the protection when their legitimate rights and interests have been hurt. Over the time, this situation can influence the stability of the society.In recent years, the issues of the migrant worker social security has attached a great attention, the rules and the ordinance of the migrant worker social security bas been implement gradually, there are still some problems of the migrant worker social security especially in the lack of the government responsibility. Strengthen the government responsibility of the migrant worker social insurance has a great significance in terms of promoting our economy grow sound and fast, maintaining the social stability.This paper uses of the basic theory of administration, sociology, and other disciplines, expounds the basic theory of the government responsibility of the migrant worker social security in the background of urban and rural dual system. This paper analyses the present situation of the migrant worker’s situation of the social security in the lack of the government responsibility, and finally put forward to the measures in strengthen government responsibility in the migrant worker social security.This paper is divided into four parts:"Introduction" is the first part of the article. It briefly explains the reason for choose the topic of this article and also the research significance of this text. It also shows the relevant research in the recent years, and illustrates the thought and the context of the migrant worker’s social security of the government responsibility.The second part is about the introduction of the government responsibility of the migrant worker social security. This part is divided into three sections, the first section give the definition in terms of the migrant worker, the government responsibility and the social security. The second section analyses the present situation of the migrant worker’s situation of the social security in the lack of the government responsibility. The third section shows the fundamental basis of the government carry on the responsibility of the migrant worker.The third part analyses the reason of cause the lack in the government responsibility which related to migrant worker’s social security. Mainly in the following aspects:First, Insufficient supply system; Second, The legislation of the social insurance is backward; Third, The vacancy of the financial investment; Fourth, Poor organization guides of the government; Fifth, The supervision and management does not reach the designated position.The fourth part is put forward to the measures in strengthen government responsibility in the migrant worker social security. In this part, it draw the conclusion of how to deal with the problems which mentioned above, that is how to strengthen the government responsibility of the migrant workers in the social security measures.
