The Study Of New Generation Of Migrant Workers’ Social Security

With the developing of Reform and Opening-up and urbanization, the new generation ofmigrant workers has become a large labor force. In the process of migrant workers’ generationalternation, the new generation of migrant workers account for a larger and larger proportion.They have become a large group that can not be ignored by our society. The new generationof migrant workers contributes a lot to the city construction and the modernization of ourcountry, so studying and arriving at a solution to the problems of their social security systemhas important theoretical and contemporary relevance.The new generation of migrant workers and the old generation of migrant workers differgreatly in the respects of cultural quality, work motivation, requirement of the quality of life,and so on. The particularity of the new generation of migrant workers makes them have astrong demand for social security. On the other hand, internal diversity among the newgeneration of migrant workers results in the differences of their abilities to avoid risks. Thesocial security system of the new generation of migrant workers has many problems becauseof household registration system, legal system construction, material condition and so on. Thecurrent social security system can not provide an effective protection for the new generationof migrant workers, because their particularity and internal diversity are ignored. To solve theproblems I have mentioned, the governments at various levels should attach importance to theconstruction of the social security system of the new generation of migrant workers andstructure a classified social security system for them in accordance with their particularity andinternal diversity.The first part is prolegomenon. In the prolegomenon, I analyze the background andsignificance of studying the social security system of the new generation of migrant workers.In this part, I review and comment on the research related the social security system of thenew generation of migrant workers, including population migration theory, migrant workers’generation alternation, and the necessity of establishing a unified social security system. Thispart also includes the research ideas, research methods, difficult tasks and innovation points ofthis study.The second part is the definition of related concepts. In this part, I define the socialsecurity system and the new generation of migrant workers. I also analyze the characters ofthe new generation of migrant workers from their ages, growth experience, education and work motivation.The third part is about the condition of the social security system of the new generationof migrant workers. I analyze the condition of the social security system of the newgeneration of migrant workers from three aspects, social insurance system, social welfare andsocial relief.In the forth part, I analyze the reasons why the new generation of migrant workers cannot have a set of sound social security system. Four reasons are analyzed in this part. They aremade up of urban-rural dual structure, the material condition, incomplete laws and policiesand the attention to the social security system of the new generation of migrant workers.In the fifth part, I elaborate the significance of establishing the social security system forthe new generation of migrant workers from four aspects, promoting social equality andefficiency, pushing forward urbanization, promoting agricultural development and carryingout social stability.In the sixth part, I propose the method of establishing the social security system for thenew generation of migrant workers. Methods of structuring a classified social security systemand perfecting relevant supporting systems are discussed in this part.
