The administrative charges have some serious problems such as the large quantity and heavy burdens on society. Although we make great efforts on the management of administrative charges, our action has little effect on it. The main reason is that we don't touch the key of the problems. In order to supervise the behavior of the government, optimize the environment of investment, lighten the burdens on the companies, it is necessary for us to perfect the management system of administrative charges.This paper, beginning with the description of the signification, characteristic, function and classification of administrative charges, discusses the necessity of the administrative charges. This paper summarizes the characteristics of management of the administrative charges in different stages and indicates that some serious problems lie in our management of the administrative charges, such as the large quantity, the orders of charges in confusion. These problems are related with our economic growth, the reform of finance and tax system and the transform of the function of the government.
