China water management reform results from the scarcity of water of shenzhen and luochuan. Since then, several local governments set about discussing water management system reform in their areas in order to sustain local economy and community and mitigate pression of water supply. By learning from the water management models of the United States, Franch, Japan, Israel, Singapore, on the basising of foregoing water management experiences of Shenzhen and shanghai, china has increased the speed of countrywide water management reform. Currently, in china, the management system of the use and protect of water is still divisional, and lacks strong legal framework and formal institution, regulatory mechanism and responsible department. In the same way, lack theoretic studies in related to 'integrated water resources management 'and 'integrated water management'.Firstly, this paper describes the situation of china water management reform and its major issues.Secondly, the paper, on the basis of reviewing terms of 'water management', analyses the meaning of 'water management', and discusses the inside and outside factors of 2000 china water law rejected 'water management'. Moreover, the paper points out that we should promote legislation in related to water issues under the Evidence of Scientific Outlook on Development follow the ideas of hamony between mankind and nature. Currently, legal studies in related to water issues should transform the visual angle and method through deeply clarifies the meaning of 'water management'.Again, since 2000, china major reviewed and learned from the experiences of Netherlands, Franch, Australia, U.S., UK, wherefore the paper takes cognizance of 4 basic characteristics of water management experiences of west developed countries.Finally, basing on the facts of political and economical situation, the paper discusses key legal issues of water management reform and brings forward the way of nomocracy of water management system reform of china.
