After 20 years of reformation,as the society goes for the normalization, the old means of anti-corruption start to lose its efficacy gradually,a new anti-corruption measure raises lately——"the responsibility system of the ethos of the party and the construction of probity-government"becomes a bright light in the anti-corruption process of Communist Party of China.Most of the research now still rest on its implement meaning, circumstance and how to further the method for carrying out, but the reason for its appearance and why the effect of the system is restricted are lack of research. The thesis focus on the hypostasis of the special anti-corruption way of ruling party, tries to analyze the background, the reason, the operation mechanism and the result from the political science visual angle.At the same time of the reform in China, the increasingly rigorous anti-corruption situation becomes a big problem that puzzles the ruling party, It needs a right way to systemize the anti-corruption method. But, the condition nowadays force the ruling party to ask for help from the strong resources which is inside of the organization system, hope that can manage the corruption effectively. After appearance of the system, the anti- corruption made a excellent progress, the corrupt phenomenon gets to suppress in political organization and official groups.But, the purpose of the system is to construct consciousness of the responsibility system of the leader and depend on the leader to arouse whole organization to prevent corruption, whereas this kind of way of anti-corruption has some own problem, Therefore, we can get a basic conclusion through above analysis: the society need for systemize, but this systemizing process is through the way of organizational self-mobilize to carry on.
