The party politics is the product of the political struggle in the modern times, and also the political operation pattern which most countries use generally in the contemporary world. Since the party has been produced in society, country's rise and fall have been related to party's mightiness and weakness. The party politics and the modern country are dependent on mutual existence and interaction. The party already becomes the most active and essential role in the political arena now. The party influences, organizes, controls and leads government by all means. The party which controls and leads government is the ruling party.As a result of the special status of the ruling party, how the ruling ability is does affect whether a ruling party maintains the ruling status. The ruling ability is a quality and energy in that the ruling party takes the state apparatus as the release lever, utilizes the methods including law, politics, economy and culture synthetically in order to maintain their ruling status implement their plan, coordinate various benefits and promote social development. The ruling ability mainly includes three aspects: (1) the ability of constructing the social value ideal target, (2) the ability of benefits' conformity, (3) the ability of political mobilization. The review of the ruling ability needs from not only the performance being in power ,and also the factors that affect the ruling ability.The ruling ability involves to many aspects. We can analyze it from inside and outside. The inside includes the quality of the ruling party, the ruling idea and the organization resources; the outside includes the validity in power, the ruling way and the party system.The ruling ability construction is an arduous and complex project. The political party crisis has appeared in many countries because of the ruling ability construction understanding insufficiency or the fault. But some party noted to these questions and reformed so that their ruling ability adapted themselves to the tidal current of social and increased their stability of being in power. This also gives the ruling ability construction of the Communist Party of China a benefit.
