The compensation incentive is an important method in modern human resource management. It is also one of the important indications to measure a man's value. The elected officials, known as the leaders in all levels of local government, are under the rule of incentive compensation. Therefore, it is of great significance to set up a reasonable and incentive pay system to fully inspire the elected official, improve the government competence, and drive the society developing in all sides.First, several main incentive theory of management science and economics are reviewed. This work provides guidance to the coming researching. Second, the charactaristics of the elected officials are discussed, focusing on their professional characteristics, human resources and their demands. Then, the paper focus on the analysis about the pay systems in China. The evolution of the civil-servants pay systems is reviewed. According to the five primary factors that determine individual pay level, the author points that there are some problems in the salary structure and unreasonableness in the pay relationship. These problems are deeply discussed with the five primary factors. Therefore, a reform in the pay system is imperative under this situation.Some suggestions are made on the reform of the pay system for the elected officials in local governments. A clear policy of reforming pay system for the local government leaders, are needed. The guiding principle lies in pay as much as contributions.To realize the goal, the key is to establish an incentive mechanism effectively. And the path is to construct a pay allocation model that varies with the characteristics of the elected officials in order to motivate them. A six-block pay system is proposed as an incentive compensation in the end of the paper.
