With the widespread and popularization of the internet technologies such as websites, micro blogs and multimedia messages, the impact of network communication on the occurrence and development of public crisis is gradually enhanced, and the mass effect triggered brings the government a lot challenges and opportunities to launch crisis public relation. How to effectively use the internet to launch crisis public relation becomes a puzzle for us. Nowadays the internet technologies are widely applied to the field of public administration, especially the extensive establishment of government portal websites brings a big step forward the promise and practice of constructing a transparent, rule-by-law oriented, and service-oriented government. However, the roles which government portal websites play in launching crisis public relation are still waiting to be further explored.This whole thesis can be generally divided into 3 parts. In the first part, the author is going to discuss what are the definition and the meaning of Internet Public Crisis, attempting to elaborate detailedly on the role of government portal websites. The second part mainly analyzes the public relation practical experience of the government portal website in dealing with the "jiujiang earthquake"event of Jiujiang City and the "building collapse" event of Minhang District, Shanghai City. Meanwhile, it will also analyze the practical experiences of the governments of such foreign countries. In view of the problems existing in some local government portal websites and by using the success and failure of Minhang District and some foreign countries for references, the last part proposes several suggestions for local governments to give full play to the role of government portal websites when they encounter public crisis.
