Research On The Function Of Local Government In The Innovation Of Urban Community Governance

Community is the basic unit for citizens' living and life. With the process of urbanization, the function of urban community is constantly expanded and its role is also highlighted. The current community governance has become one of the hotspots in the researches on urban construction; improving and optimizing the innovation of community governance structure has also become key task for local government in the area of community governance.At present, there are still some insufficiencies in the research on improving community governance for local government. Therefore, this paper will explore how to make up these existent deficiencies, coupled with the bold reasonable reform and innovation, trying to make a newer and more systematic exploration of research on innovative ways in urban community governance for local government.The author briefly reviews the historical changes of urban community governance in our country since the foundation of new China and defines the function and position of local government in city community governance. Based on the principle of public management, combined with the reality of city F, it analyzes the present situation of city community governance in the city. It points out that local government of city F has some problems in community governance now, such as, existing a serious administrative tendency, the ability of personnel and the level of service needing to be improved, inadequacy of residents' participation in community governance and so on. On this basis, this paper further explores the main factors that restrict the role of local government in city community governance innovation, and using other city governments' advanced experience of community governance innovation in China for reference, it puts forward long-term reform ideas that city F local government should emphasize new public management concept, and lead community governance responsibility legalization, and support the development of professional social organizations and so on. It also comes up with short-term innovation methods, such as, the laying of modern social network, optimizing community form by using big data and content construction, etc.
