On The Non-technical Sustaining System Of Public Crisis Management

Every nation may face the challenge of different crisis, such as the earthquake, fire, flood, large-scale power failure, finance crisis, social turmoil and terror attack etc. Public crisis not only causes huge loss of lives and property, brings huge damage to the infrastructure of the economy and the society, but also prevents the development of our society, even causes unsteady of social and politics. It relates closely to the prosperity and development of a region, a nation and even the whole world. Therefore, public crisis management is an important part of government management. Especially after "9?11"in the United States, public crisis management causes whole world's attention.China is a big developing country, especially our country is now facing the society transformation period, so a lot kind of crisis take place here. Flood, drought harm, fire, safety troubles and especially SARS took place in the last few years. That make us clear that crisis is at our nearby and it explodes more frequently. Under this background, many scholars pay more attention to the research of public crisis management.Our local scholars make a lot of research in crisis decision, crisis processing and crisis warning etc. Some scholar point out that public crisis management not only needs administrative policy decision system, technique, funds and equipments as its foundation, but also needs soft factors such as social structure, informal system, the information communication, people's morals and crisis consciousness and so on.
