| As an important component part of the national economy, forestry has economic, social and ecological benefits. Developed forestry is an important indicator of affluent and civilized society, the country's prosperity and national prosperity. Forestry administrative licence system which is an important component part of a system of administrative permits, is the basic means and measures of the forestry department to fulfill its statutory mandate in protecting and managing forest resources and achieving social function of forestry. In this article, I used the study method of surveys , analysis, evidence, summarized, reasoning and comparison, persisted the principle of statutory powers, ecology and classification management, and integrated the basic theory of law, the state forestry laws and the actual situation of forestry administrative license. From the forestry administration permission to explore with the concept, I summarized up the history process and status of China's forestry license systematically and comprehensively, and analyzed the nature, characteristics, functions and principles of forestry administrative license. Not only I explained the advantages of China's forestry administrative licensing system compared with developed country, the existing errors and inadequate analysis of the causes , but also provided the suggestion to improve China's forestry administrative licensing system deeply. On the basis of focusing on application, I discussed and analysized the administrative licensing discretion and evaluation.The result of systematic research on forestry administrative licenses will help deepen the reform of China's forestry administrative licensing system , will help to speed up the building standard and efficient system which is consistent with the demands of the development of the situation and has its own characteristics in order to leave the function and role to protection and management of forest resources and promote the rapid development of forestry.
