The Study In Public Service's Supply Of The Township Government Under The Good Governance Theory

Public service is significant to the living standard of the public and the pace of development of a country. Essential characteristic of good governance is that it's a cooperative management of government and citizen society. Good governance means that the country and the society or the government and the public have great cooperative relationship. To keep such good relationship depends on the voluntary cooperation of the citizens and the consciousness of identity to the authority. Without the active participation of citizens, good governance won't exist. Good governance is an ideal state of public administration and the ultimate goal of co-governance, it's basic elements contain legitimacy, transparency, accountability, rule of law, responsive and effectiveness. While in China, township governments are the most basic administrative institutions such as the bridges that link all levels of the government and the peasants'. Meanwhile, they are the important organizers and carriers of the rural public resources allocation. The township government's public service function appears more prominent, because it is not only related to whether the peasants can enjoy comprehensive high-quality public services, but also related to the effect of new rural construction and our overall harmonious development of society and economy.The paper is based on good governance as a whole to review the township government status of the supply of public service in China at present, and analyzes whether it has reached the standards and requirements of good governance. If good governance hasn't reached the original purpose, we should find out the reasons and propose correct countermeasures, thus, we can promote our public service supply capacity of township governments.In this paper, the basic conclusion is that good governance is actually the return of the national power to people. The process of good governance is a process that the government services the public. The good governance of the public service emphasizes such things just like participation, accountability, impartiality, transparency, effective and responsive. In our country, the issues of the public service exist in township government can't be solved just by the government, which also needs to enrich the supplying base in balance under the principle of fairness and efficiency in multiple subjects, to construct the farmers demand-driven decision-making system and multivariate supply mode, perfecting the supervision and protection system, and stresses the multivariate subjects cooperation management. Therefore, to enhance our township government's ability to supply public services, it should be based on the status of the supplying ability, it is necessary to insist on the government's dominant position in the plural subjects, to play the role of public service, to achieve the best form of the supply of public service, and finally to achieve t good governance.
