Research On The Performance Of Public Service Function Of Z Town Government

In the Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China,it was clearly stated: “We must improve my country’s basic public service system as soon as possible.Governance level to realize my country’s co-construction,sharing,and co-governance."The focus of the current functional reform of the Chinese government is to optimize the public service supply system,especially in the development stage of rapid social transformation,the Chinese government must effectively improve its own public service supply capabilities to meet the diverse needs of the public.When formulating public service policies,the central government needs to focus on the practical activities of the local government’s public service functions.In the future,during the supply-side structural reform of our country,the top priority for local governments is to innovate public services based on the actual needs of the masses.With regard to the public service functions of the grassroots government,more guidance has been put forward at the national level.This article attempts to study and explore the public service functions of township governments,and seek ways to improve the public service functions of township governments by improving their public service capabilities and innovative methods.It is hoped that there are effective methods and countermeasures to provide a powerful reference for other township governments in our country to effectively perform their duties.Combining with the reality of towns and villages,we will focus on solving the problem of innovation in the public service functions and methods of grassroots governments,and strive to mobilize the enthusiasm of local governments for public service innovation.In the research of this article,I first summarized and summarized the basic theories related to the study of government public functions,such as new public service theory,governance theory,etc.,studied and used relevant research results and domestic and foreign experience,combined with the author’s own Work practice,by collecting data on the basic situation,institutional settings,work effectiveness and other aspects of Town Z to understand the current status of public service related work in Town Z.The conclusion drawn through analysis and other methods is that the Z town government’s public service functions have five aspects: shortage of professional talents,insufficient supply,unreasonable mechanism,single theme,and mismatch with people’s needs.Analyze the existing problems from the perspective of system mechanism,system and function.Then,from the aspects of supply,mechanism,policies,tools,institutions and organizations,countermeasures to improve the public service capacity of the Z town government were put forward.
