Research On Government Responsibility In Outsourcing Of Public Service From Perspective Of Good Governance

Since the reform and open policy, our national economy has developed quickly in the operation of the market economy, and the social environment has undergone enormous changes. History has proved that only the Chinese government palms good rudder in the tide of market economy, can ensure the ship of socialism with Chinese characteristics towards the right direction. Practice has proved that originated in the western, the outsourcing of public service in our country has promoted the development of economic and social progress. This is because the outsourcing of public service is actually the result of decentralization. In the process of outsourcing services our government properly introduces competition mechanism and participation mechanism,and emphasizes the interactive collaboration of government, market and society, so as to reduce the burden on the government, spare a lot of free time for the government to mind the own business, and improve the efficiency of the government greatly. With big data and the technology of internet information changing rapidly, the Chinese government has the responsibility in the process of government governance of putting the outsourcing of public service related to people’s livelihood in the “internet plus”background, so that the outsourcing of public service can develop towards the direction of diversification.In recent years, more and more scholars have began to study the outsourcing of public service in China, and the content and perspective are rich and colorful, but it is rare to study the construction of government responsibility from the perspective of good governance in the outsourcing of public service. As the best status of governance, good governance has penetrated into all aspects of our government administration. The core concept of good governance has a guiding role to the development of the outsourcing of public service in our country. Therefore, it becomes logical to research the outsourcingof public service from the theory of good governance. To make sure the outsourcing of public service to be healthy and steady, however, only relying on the technical level of innovation is not enough. The most important thing is to recognize the essence of the outsourcing of public service for the government, at the same time, clearly define its role in outsourcing, make a reasonable conversion function and undertake a series of responsibility in the process of outsourcing. Nevertheless, it does not mean the government to take responsibility simply, but to listen to the voice of the masses and demands, and to take effective measures to solve the problem effectively in order to maximize the legitimate needs and interests of citizens as the main purpose. So this paper mainly studies the construction of government responsibility from the perspective of good governance, it is hoped that the government departments can ensure the smooth progress of the outsourcing of public service in a good condition, at the same time,intending to emphasize the importance of government responsibility in the process of governance and social management to build a responsible and service-oriented government with the people’s satisfaction.
