Since the minimum wages system appears, the economist then launched thorough theories study for its influence to economy. The approving consider that the minimum wages system can promise the worker's income of purchasing basic life necessity, can keep employer from exploiting a worker, support a society equity, the minimum wages will make the employer take more care of technique efficiency, rising labor of production, alleviating the unemployed result expected by traditional economic theories to a large extent. But the opposite consider that it increased the unemployed workers of low technique and brought a social resource to allocate the loss of efficiency. Although the theories couldn't take an identical attitude of the lowest wages system practices, all developed counties in the world, overwhelming majority developing counties all with the legislative of the form practiced lowest wages system. We can say that it is a common method of exercising the minimum wages system in the world.As a permanent member of International Labor Organization, as early as 1984, our country has already declared the approval admits the International Labor Organization draws up in 1982 of < Convention concerning the Creation of Minimum wage-Fixing Machinery>, however, until 1993 the Labor department had drawn up in the form of administration regulation. As an importent content of wages lawmaking, also implement formly on March 1, 2004. As a big personal country, the labor force which earns occupy the first in the world doubtless. Since the reform opened, especially along with the adjustment of industrial structure, the labor force of our country is more and more strong. No matter what the mental work of the knowledge, and the agriculture population, which include the farmer worker, all become an important rule in the labor relationship. The labor market in our country, especially the primary labor market exits such a circumstances , which is the providing is more bigger than demanding. The article is totally divided into three parts:The first chapter is about the theories foundation of minimum wages. Generally speaking, the theories of minimum wages are mainly concentrated on three realms: The first is the realm of classic economics, including the existence wage theory and the Marx minimum wage theory. The second is to discuss the minimum wage meaning from labor right theory. As to the entry-level worker which is placed in a low level labor market, the minimum wages provide them to support existence and development, which shows the right of existence and development. The third the article explained that the worker is also the related of enterprise benefits from the enterprise social responsibility. That make the worker be able to been no lower than to maintain their existence and develop the labor needed to remunerate is also the social responsibility that the enterprise undertakes. Which is advantageous to the diapason of labor relations.The second chapter is mainly carried on analysis to the possibility of minimum wages. The minimum wages that traditional economics studies mainly surrounds the influence that the its employment to the whole society level, market price level, income allotment results in, and most of these influence are all negative. This is also the reason that many economists make every effort to against the implement of the minimum wages system. However, any economics theory all have an assumption and prior condition, the lowest wages system is no exception. After making judgment of these supposing conditions, we discovered that the minimum wage system has its existence indeed of rationality, especially to our country, which is neither perfect nor mature labor market. Not only the supply of labor force is bigger seriously than demand, and then our country lack and organization system-labor union that can become the opposite balance of the labor and management strength. Therefore, our nation carried on appropriate intervention to the labor market in the law and the administration realm, ruling the business enterprise has to pay the wages of the lowest limit to the worker, making it become a labor market a top supply and demand both parties wages a competition of point of departure.
