Performance management has been in the forefront of world public administration academic problems. Since the 1980s,the West since the start of the new public management movement. The successful implementation of the enterprise through the use of performance management, performance management of the government scientific efficiency, Performance Management has become a new research direction.BSC theory, in the last century, the early 1990s, was first used as a tool for enterprise performance management. However, afterwards,the BSC founders found that the theory of the Balanced Scorecard being shared with the values and ideals of public sector . BSC includes customer perspective, financial perspective, internal perspective and innovation and learning perspective. The customer perspective place the most important position in BSC, which is consistent with the values of the public satisfaction that the public sectors are seeking for. Others three measures also help improve performance in the public sectors.For this reason, Western scholars and the government had work together to introduce the Balanced Scorecard to the public organizations, which has got a great success. Currently, the United States, Australia, Singapore, Canada and a number of western countries use BSC as a tool for strategic and performance management.Use of the Balanced Scorecard performance management is obvious advantages, So the next step we shall consider to introduce the BSC to Chinese government, Construction a performance management system which applicable for Chinese government.In view of this, this paper analyzes the performance management system in the necessity of building a balanced scorecard: Because traditional organizational system and the operational mechanism and management shortcomings, Performance management functions offside, staggered duties, overstaffing, inefficiency and encouraging internal and external constraints and others serious problems, these problems have started to play, restricting China's economic and social development.Balanced Scorecard performance management system will help solve the problems that exist in our government Performance Management. Firstly, to help transform traditional economic indicators as the core of government performance management and public interests in the first place. Increasing the government's internal processes and learning indicators in the area of innovation and achieve more from the perspective of government performance thereby establishing the correct concept of a comprehensive performance management. Second, the government will help achieve the main achievement of a comprehensive assessment, changing the traditional internal evaluation to the compatibility of all-round, multi-angle of the main evaluation. Third, it helps to build a more scientific and rigorous performance management framework. By this, we can oversee the overall situation from a strategic perspective.
