After the end of the Cold War, the world situation has undergone tremendous changes. With the rise of many countries, the world multi-polarization and economic globalization trends gained further developed. The world wars are not to occur, but there are ups and downs and instabilities in the region. Therefore, the security issue has become the focus of the international community in the new world situation, the connotation and denotation of "International security" and "Regional security" had taken place substantive changes, with the expansion of the security field, the interdependence of the members of international community has strengthened, common security, comprehensive security, and other issues become more commonly concerned and need the international community's efforts to solve.The first part examines the background of the rise of the major powers and the two strong patterns of China and Japan in the East Asia. First, the paper deals with the rise of major powers in the country's security relations with the international environment. The post-Cold War international security environment is unlike the Cold War environment, the "foes" are not segregated that clear, the world's major countries and unions all take this historic opportunity to enhance its national strength in varying degrees, so as to occupy a favorable strategic coordinates. With the new performance of post-Cold War international security issues, these performances had impact on the international bilateral security relations, regional security relationship and even constitute a direct or indirect impact on global security. Secondly, the paper explained the objective conditions and basis of the rise of China as a major country, and the strategic choice of China's development. Since the 1990s, China has been rising in the international community as an emerging power. With China's 20 years reform and opening up and building socialism with Chinese characteristics, China has maintaining a rapid economic development, and a stable political situation. Along with the growth of China's comprehensive strength and improvement of the status in the international community, the strong concern of the international community had been evoked. As an important member of the world community, the rising of China has to meet changes in the world, and to conform to the historical trend not to seek hegemony in the strategic choice also not to dominate the country.Finally, the paper explained the effects of the rise of China and Japan in the Asia-Pacific region. China and Japan are rising as the world's major powers in East Asia for the first time. China and Japan are neighborhoods, the strategy which they made will affect the interests of the two countries as well as regional stability.The second part examines the adjustment and analysis of the Sino-Japanese strategic security choices. First, the paper explained the background,content and principle of China's national security strategy choice in the new period. In the mid-1990s, the Chinese leaders developed a new awareness of the formation on national security concept in accordance with changes in the international situation after the Cold War."Mutual trust, mutual benefit, equality and cooperation"is a summary of China's new security concept. China's new security concept has a very deep historical and cultural foundation, it has also embodied the characteristics of the post-Cold War international security situation. In short, China advocates the new security concept as the common security of all nations, and pursues the international community's common security.Secondly, the paper deals with the adjustments of Japan's national security strategy in the new period. After the end of the Cold War, especially since the beginning of the new century, Japan is facing tremendous changes in international and domestic situation, these changes are the main basis for Japan to adjust its security strategy. Its basic components are maintaining Japan-U.S. security alliance, vying for political power in the world; strengthen external exchanges in political, economical, military, scientific, technology and cultural fields, and create a favorable surrounding security environment for Japan; stabilize its internal affairs, and establish a solid foundation for security; strengthen the building of the army, make the military army play a key role in the new period.Thirdly, the paper deals with the comparison of national security strategy between China and Japan. There are common interests exist in their security strategy, so are conflicts and contradictions. Despite there are contradictions between China and Japan, and the problem was long-term, complicated, the Sino-Japanese relations have entered a new historical period, despite the impact of Japanese political strategy , the Sino-Japanese relations would keep holding stable and will not be reversed. Cooperation between the two countries would not lead to forming an alliance, and friction would not to be confrontational. The third part explores the dilemma of the Sino-Japanese security relations with the choice. First, the paper deals with the dilemma of Sino-Japanese security relations."Security dilemma"is a basic proposition which the modern international relations theory used to explain the tension, confrontation and conflicts between countries. As China and Japan are both belong to the regional major powers, the performance of the security dilemma between the two countries is particularly prominent. Such mutual suspicions between China and Japan are complex. Today, the rising problem of China and Japan are becoming the two biggest security issues that must be seriously dealt with.Secondly, the paper explained the trend of Sino-Japanese security relations and strategy. At present, it is crucial for China and Japan to promote regional cooperation and integration in East Asia, and to achieve a recognized faith in the process. It also needs the two countries to strengthen their cooperation from the regional interests as a whole, and beyond their differences in ideology and social system to foster a new security concept and to strengthen the cultural identity, promote Sino-Japanese understanding, remove each other's security suspicions , and finally to build a relationship of mutual trust, mutual interdependence and partnership relations, and eventually realize the goal of the regional security cooperation in Community of East Asian. Before the establishment of the Community of East Asian security body, the strategy of Sino-Japanese rivalry is hard to avoid completely in the short term. But in the long run, China and Japan is going to achieve a strategic reconciliation, it is an irreversible trend toward security community.
