Since the end of the Cold War, the collapse of a two-power system, the international relations has been a situation with the structure of "Multiple Powers vs. Superpower ". In these major power centers, China's rapid economic development in recent years has steadily beefed up its overall strength. With the development of the European Union, the EU international influence is rapidly increasing. To promote a multilevel world and restrict the superpower is the interests and needs of both sides. Therefore, in recent years, the China-EU relations have developed rapidly. But there are still some barriers in the friendship. To solve these problems, improve relationship between China and the EU. It is of great significance to construct a systematic and detailed relationship between China and the EU. This paper will describe the systematic mode of the structure in three parts.â… , History of the partnership between China and the EU since the post-Cold War. This part outlined a new post-Cold War international situation, and described China-EU relations'history and the status. First, after the Cold War, globalization vigorous pulls the international relations to be a new situation: The relationship between great powers tends to be friendly. The level of economic localization gets deeper. Political unifinication develops forward. Second, such a situation created the foundation for cooperation between China and the EU. In politics, the establishment of a new type of partnership between China and the EU will promote the development of a diversification world. Economically, China and the EU complement strongly, to cooperate meets the interests and needs of both sides. Coming to the area of international affairs, China and the EU as two major powers, their cooperation will be conducive to resolving common problems facing the world. Finally, practice has proved that China-EU partnership have developed rapidly since the 1990s. The EU has published two documents on China policy: " A Long Term Policy for China Europe Relations " and " Building a Comprehensive Partnership with China ". These two files singed that the cool attitude toward China during the Cold War completely changed. 2003, the two sides established a "comprehensive strategic partnership." Tremendous achievements have been made in economic and trade cooperation. Leaders of the two sides exchange minds frequently on major global issues, international and regional issues. In short, after the Cold War, China and the EU established a pragmatic engagement, dialogue and cooperation policy, which is formulated on the basis of the concept of interest define in terms of power. The partnership got a great development.â…¡, the barriers between China and the EU. The first factor is the external pressure from other powers. The effort China and the EU pay to promote the diversification of the world damaged the strategic interests of the United States who has an attempt to dominate the world. As an old strategic partner of the USA, the European Union's interests involve many parties, including security related to the United States. Therefore, even being a status of a challenge to U.S. hegemony, the EU would not completely break the friendship. The state of mutual between countries increased the cost of international conflicts, so it will reduce the possibility of confrontation. The strategy that apparently changed its allies as enemies doesn't keep with this trend. U.S. influence in EU foreign policy-making will not be lost. In addition, Japan, with the consideration of regional hegemony and economic interests, Russia with the interests on geo-politically, both of them wouldn't like to see the close of China and EU. These main powers have interests intertwined and complicated, so the China-EU relation was sometimes unclear. Especially in the EU "ban on arms sales to China" this particular case, these external forces directly impact in the EU wavering attitude. Second, the economic and trade disputes. The increasingly close brought not only cooperation, but also competition. Coming with the sustained growth of China-EU trade deficit is a loud voice of protectionism. The "anti-dumping " as the most typical case, reflected that the economic and trade policy made by the EU in the purpose of politics, at the same time of protecting the interests of the minority damages the majority. For protecting the economic interests of the Union caused the horizontal and vertical dimensions of the social division. When protect of their own interests it damages the stability of China's all-round cooperative relations. This imbalance caused social infrastructure, political foundation shaken and economic benefits limited. If these economic policies continue led the European Union, they will bring a shadow to the relation between the two sides. Third, cultural and institutional differences endanger the basis of trust. "Human rights issue" is an example to explore how concepts play a role in the EU foreign policy. National interests exist; actors formulate foreign policies by understanding it. Concepts created by cultural and social systems will inevitably impact in this process. China and EU have difference in both historical cultural backgrounds and political systems, this cause the difference between the two's concepts of foreign policy. Religious and cultural traditions of the world decide the difference; Historical and political system determines that the principles of the different beliefs; view field caused different conviction. All of these will result in communication disorders, danger the partnership on a basis of trust. During this inspection tour of China-EU relations, we should acknowledge that these negative factors do exist. We should look for a solution in system level.â…¢, Three-dimensional construct China and the EU. This is the core part of this paper, expounded on China-EU relations in the vertical and horizontal cross-build three-dimensional mode. First, longitudinal structure basis on the EU members. We should stable the mutually and pragmatic economic cooperation's basic position by making regulatory system. Then, carry out extensive exchanges and cooperation in the form of non-governmental cooperation to support bilateral relations. Finally, political cooperation through the establishment of a dialogue mechanism should play the leading role; effectively guide the development of China-EU relations. To draw the relationship to develop, we should put a whole investigation on it. Take economic cooperation as a strategic reference point, society as a strategic readjustment, political cooperation as a strategic growth point. Give full play to the social and political effects by e conomic policy and make process of promoting cooperation in these three fields. Third, establish a strategy mode as'the cross'of China-EU relations. To develop partnership with the EU, should it be viewed as a complete system, problem should be grasped on the whole. But not try to clear cooperation with each sub-region in every area. "China's accession to the WTO" as a typical case. Based on the imbalance between the EU members, we should address different levels of cooperation key features, instead of assurance cooperation with each member in all fields go neck by neck. Judge the overall interests of the EU; take the economic cooperation as a core foundation to stabilize the socio-political ends, horizontal balance. On this basis, the three levels, followed by vertical and horizontal cross point in the economic field show a'cross'strategic structure. In sum, through a review of the China-EU relation experience since the post-Cold War, on the analysis of the main barriers affecting the further development of bilateral relations and explained how to construct three-dimensional strategic model with the character of'the cross'. It comes to the following conclusions: There is no fundamental conflict of interest between China and the EU. They won't pose a threat to each other; along with the globalization of the world economy, the development of political integration the common interests are far larger than differences. Effective cooperation between China and the EU is a general trend. Construction of an effective strategy as long as reasonable with level analysis and policy formulation, China-EU partnership and cooperation in the future will be further deepened. From "whole", define "levels" in longitudinal, strengthening "links" in horizontal, ensure "stability" internal, improve "functional" external, by this way establish the three-dimensional construction of China-EU relations.
