A Preliminary Discussion About The Administration Of The Aging Society Welfare Of Jilin Province

The development of human social history told us ,the aging of population is the inexorable law of human society. At the end of twentyth century,China has stepped into the aging society, by the end of 2005,there are 0.144 billion elderly people in China,which occupies 11 percent of the whole population.At the same time ,the elderly people beyond 60 years old in Jilin Province are 3.073 million, occupying 11.33 percent of the whole population.The elderly people of Jilin Province is large in amount and scale, fast in development.Jilin Province is stepping into the aging society with its economy in the underdevelopped situation.The progressing of aging society and the development of economy is not in the same stage. So,how to find a way in the aging society welfare administration which is suitable to the situation of Jilin Province to solve the problem of providing for the aged,to meet the development of elderly welfare service,is the most important role .This article is mainly discussing the administration of the aging society welfare of Jilin province in four parts.In the first part of this article it explains the development process of the human aging structure,giving a definite concept of young_form society,adult_form society and aged_form society,which also explains that aged_form society include aging society and aged society.The second part analyzes the current situation and characteristics and social problem brought by the aging society in Jilin Province. This part explains the current situation from three sections:the elderly people that low_age elderly is in the absolute majorty and most of the elderly people is in rural area.Most of the elderly people is healthy or almost healthy,and nearly half of them are still holding their position.Traditional way of living their rest time with the family is still in the leading position,some of the elderly people have no income and have to be supported by the family members.And in section two it states the characteristics of aging society in Jilin province from four sections:the elderly people is developing very fast in speed,and large in scale;they are unbalanced in different areas;the floating of population is fastening the aging process;the speed is faster than the deelopment of economy.Also explaines the social problem brought by the aging society in make-heavier the burden of society and family;weakening traditional family providing function;backward economy development; old social safeguard system is facing challenge.The third part of the article mainly explains the measure which is taken in the administration ,problem of Jilin province aging welfare works and the reasons.In first section mainly introduces the welfare institutions ,there are state owned welfare institution,collective owned ,social organization and private owned,and community elderly welfare fcilities,and how can they be established ,the scale and management situation. In second section it is analyzing the main measures in the administration of elderly welfare works from giving more efforts to encourage social power to hold welfare works;to perfect the construction of law and regulations;to strengthen administration and abide by state stndard.In the third section it states the problem and reasons,including there is lack of welfare service for the elderly people;the elderly facilities are not good enough which can not support large amount of people;the elderly welfare work is unbalanced in different areas;the socialization degree of elderly welfare is very low ;the state does not give eough investment to the social welfare works.The reasons for the problem include the reform of social welfare system is backward;there are different situation in the development of economy in different areas;the service standard of the elderly servant is not fine enough.The last part of the article puts forward a way of how to construct the administration pattern of Jilin province aging society welfare works.Speaking from the theory ,to develop the elderly welfare works is the role of government,but ,because the backward of economy in Jilin province,the state can not give more to suit the development of aging society.It's social problem,cannot be solved by a single person. So, as the core of public administration,the government should play a key role in this stage,to full use its function to resolve various problems in the aging process.Under the major premise of aging before rich,the way is to change the idea that government should bear all the social welfare works,to practise social welfare socialization,which is the main method to solve the elderly providing problem in the aging society.In first section it explaines the train of thought of the administration of aging society welfare works in Jilin province from that to realize multi-investment ,to service for the public,to manage according to the market,to offer various service,to provide services in specialization;to do as the situation of Jilin province and form a network which take the state owned elderly institution as a model,to take other ownerships as backbone,to rely on community welfare service and to take family providing as the basement;to suit to the market economy system and to establish welfare institutions which is through government macro_management,organized by the social powers and run by themselves ;to give more strength to develop community elderly welfare works and to promote the realization of social welfare's socialization ;to train a special service team.The second section explains the administration pattern from to strengthen infrastructural facilities and to form aging industrial pattern; to fumulate preferential policies to support elderly welfare works run by social powers;to rely on community to provide more services for elderly people;the participation and support of social organization and other powers; to perfect rural elderly providing system.Finally,it should make the elderly providing system to form a net of taking the family providing as the basement,taking state and collective owned institutions as auxiliary, taking the social organization and powers as new growth, relying on the community to provide every means and various ways to develop the aging society welfare works and to realize the all-round development pattern.
