The Analysis And The Critique About The War Pattern Of The Great Power Rises In The Realism

The Realism school believes that, the world is in the anarchy, between the country each other mutually suspects, in order to guarantee own survival and the safe these behavior bodies resort to all means. Thus, in Realism school there, the war or the war threatened is the only method to the rise- country. Compared with objective saying, in the Realism the essence of war rise is to make the power maximization. In rises the pattern to the Realism about the-great- power rising model is the war-rising, This article initially summarizes four kinds of war rise that the desire-expansion theory ,the pressure-expansion theory, the enticement-expansion theory, the borrowing strengthen expansion theory.Afterwards I unify the Neoliberalism and the Constructivism, make some reconsiderations and the critique from some aspects, analyse why the rise of great power will be in a new era relative peace. Because that the diversity of the power itself constraints on the use of force that the hegemony power owned, in other words the rise power can take advantage of the diversity; the international cooperation (In fact, in the Neoliberalism and the Constructivism, there is certainly no direct elaboration about the-great-power rising, merely the international mechanism and the public idea are how to elaborate the international cooperation which advantage the rise.),and the establishment of the international mechanism and whose active role playing extensively limit the evil of the hegemonic powers in a certain extent, that is contrary to the rise power. Meanwhile, the rise will be not considered to be foreigners through active participation into international affairs, makes the international community's collective identification into reality. so the rise will be relatively peaceful; Addition, the comparison about the war cost and the income makes the hegemony power and the rise power to choose a cautious attitude toward the use of force.After the reform and open policy, China starts to march into a fast development track. In November, 2003, Bi-jian Zheng had addressed the lecture "the New Path Chinese Peace Rise And Asia's Future " on the Asian BO-AO forum, in the lecture the view that "the Chinese peace rise" was proposed for the first time. After that, China-peace-rising starts gradually to enter academic and form policy research into reality.
