The Research Of The County Level Governments' Behavior In Cultivating New Peasants

Cultivating the new peasants with literacy, understanding new technologies and managements, is the urgent need about promoting the rural economies and constructing the new socialist countryside. It is the important responsibility of all levels of governments in the city and countryside intersection, especially for the county level governments. Therefore, taking "The County Governments' Behavior of Cultivating the New Peasants" as the selected topic will have the vital practical and the theory significance obviously.This article containing the spirits from The CCP'S Fifth Plenary Session Of The 16th Committee, mainly uses the human capital theory, the public product theory and the government behavior theory as well as the standard analysis and the real diagnosis analysis unifies, to research the county level governments' behavior in cultivating new peasants systematically.The full text is constituted by three main parts except the "Introductory Remarks" and "Conclusion":The first part is about theory explanation.
