Study On International Cooperation Of Prevention And Cure Sandstorm

Sandstorm is a weather disaster, which happens under special geography environment and special weather condition. Sandstorm is due to weather factor, environment factor and human activity. It contact with desertification area. There are four areas are prone to sandstorm all over the world, they are Middle Asia, North America, Middle Africa and Australia. Sand resource is very rich in our country; moreover, the sand that comes from the other country was intensified in our country. That result in sandstorm happens frequently in our country, and accelerates the shaping of desertification. Sandstorm would pollute atmosphere and influence human health, traffic, industry and agriculture. Although sandstorm exists from ancientry, human activity aggravates its harm. Therefore, it is very necessary to sum up the mechanism and the harm of sandstorm, search a law way to limit sandstorm for environment safety, constructing harmonious society and sustaining development of social economy.Although sandstorm comes from its fountainhead, it usually influences further countries, therefore, sandstorm is a kind of international environment problem, any country couldn't control sandstorm in one region effectively by itself. It is very important and necessary to communicate and cooperate between different countries for solving sandstorm problem. The international society has known the harm of sandstorm, and has already prevented & cured it through cooperation actively. Research how to develop more abroad and deeper international cooperation, it will be beneficial to limit sandstorm and benefit human being.This research adopted the crossed research measure, which is related with many subject, and followed the laws of society economy and nature environment. On the basis of the international law theory and practice, it analyzed the research substance synthetically, studied the reasons that developed and intensified sandstorm. On the foundation of theory and practice, with the instruction of the law, the research provided a direction for develops the international cooperation. At present, basing on the United Nations convention to combat desertification, the essentiality of international cooperation on desertification has been meeting of minds widely. Our country has participated in the cooperation actively. In recent years, many bilateral cooperation, multilateral cooperation and regional cooperation have been founded. At the same time, the international coordination organization on the international cooperation of the prevention in desertification and sandstorm has not been built yet. So, this paper advised to take the international cooperation of sandstorm prevention and cure in the system of the international law, and promoted to establish a convention, which will combat to sandstorm perfectly and specially.
