Study On Countermeasure Of Legal Construction Of Sand Protection And Control In Inner Mongolia

Desertification prevention is a kind of systematical social engineering,which is involved in many areas,sciences,industries and departments,also requires that the areas must according to their real differences to take different effective methods.On the basis of the different in the rainfall,the topography,the landform,the humidity and the monsoon in the different regions in Inner Mongolia autonomous region,we need to take different new measures to prevent desertification.Desertification prevention is carried out step by step by step by the plan in accordance with the scale of the desertification.Because of the large amount of desertification areas in Inner Mongolia,the task to prevent desertification is very tough and must take measures step by step.Take some significant methods in the key regions and concentrate to prevent the desertification in the some special regions which has significant impact on the whole area.Carry out the principle of "Combination of prevention,prevention and cure,comprehensive treatment"to get early success in the desertification prevention by taking effective measures.The first part of the article briefly introduces the current situation and the grim situation of land desertification in Inner Mongolia.The second part of desertification control measures on China's current relevant laws and regulations and prevention and control of desertification in the Inner Mongolia Autonomous Region and other provinces and autonomous regions are reviewed.The third part mainly introduces the United States and Australia as an example of the foreign desertification prevention and control experience,summarizes the legislative experience and China can learn from.The fourth part of the article puts forward some Inner Mongolia desertification control policies and Countermeasures for the construction of rule of law,specific technical measures.
