Land Desertification Prevention And Control Of Legal Countermeasures

As a serious environmental problem, desertifization has been highly concerned by all countries over the world, for it has become a factor that hinders the development of the economy. China has also greatly been bothered by this problem, with 5.4 billion's lost for desertification.The research of desertification starts at the beginning of the 1950s.In 1980s, the government made a series of efforts, especially in study of cause, process, trend of developement, of the desertification.However, there are many problems in research of desertification: Firstly, the choice of plan of the research orfen discovers natuaral regular pattern and technical pattern, because few researchers have knowledge background of humanities. There are few comprehensive research results which are about social economy, statement of law, natuaral regular, and govern technique. Secondly, it's quite necessary to clarify the position of the government and the border of the market mechanism, because the govern of desertification depends mainly on government, partly on market.In this paper, the author analyses the desertification at several angles, such as economics, science of law, sociology. The govern of desertification is a system, which concerns about many factors.On the other hand, in fact, the govern work is greatly affected by government. According to the law, local governments make policies to adap local situation. The author gives up trying to establish a law system, because of limitations of capancity and length of the paper, but to concentrate in several problems in govern of desertification: How to found a system to govern and administrate desertification? How to found a system of joint investication of the state, enterprises, and private? How to improve administration system? How to found a system of encouragement michenism mainly about preferential policy. The main aim of the paper is to find a solution of the problem, after a carefully analyse of complicated question above. However, such analyse is still primary which needs futher study, for the limitation of knowledge of the author.
