the scientific overall reasonable assessment of government cadres is the premise as well as the base for their training, employing, encouragement and supervision. The accomplishment of government cadres can't be valued only by superiors, but to be determined by the approval of masses. The degree of mass' approval reflects the public opinion and recognition of the accomplishment of government cadres. Nowadays, in addition to the lag-behind of the evaluation method and means, inadequate feedback of the results, feeble encouragement and not-so-intellectual assess personal, there are mainly three problems in assessment of cadres' accomplishment: the lack of orgnization strategy, the absence of the main body of assessment, and the imperfection of assessment guidelines. The assessment should be made according to the mass' approval as the basic standard, which reflected by democratic recommendation, democratic assessment, exceptional conversation, survey of public opinion, publicized before appointment and so forth. All the means can reflect the degree of mass' approval to some degree, but with limitations also. As a result, it is necessary to integrate all the means to construct a mass recognition index which can reflect the degree of mass' recognition of cadres roundly. During the process of assessment, it is a must that we should handle the relationships between persisting the principle of mass approval and party controlling cadres, the focus on the achievement, and handling affairs according to the law.
