The issue of farmers, countryside and agriculture is a fundamental one concerning the overall situation of the modernization drive. It is also the most important one of all the government tasks and concerns the overall construction of a well-to-do society in our country.Therefore, it is of chief importance to solve the issue of farmers as the essential factors of productive forces in such issue. With the rapid development of our society and the augmentation of the economic strenghth, the issue of ensuring the farmers'health becomes more and more apparent.Farmers' right of health and existence received no rational guaranties and the issue of ensuring the farmers' medical care has been put on the agenda. Meanwhile, as the gap between the ability of the farmers' payment and the rapid growth of the medical price in our country becomes larger, the increasingly improved demand for farmers' health security can not be met depending merely on the farmers' self-security. Cases in which poverty is caused and returned by illness are still serious as ever, which requires the perfect system and legislation of the farmers' medical security in our country.As the issue of the farmers' medical security becomes more and more serious, it is of great urgency to establish and perfect the medical security system of the countryside in our country. In view of this, based on the basic theories of medical security, this thesis profitably share the experience of international system of medical security and mode of institution to study the medical security system of the farmers in our country through statistical, comparative and legal analysis. Through the analysis of the current situation of the farmers' medical security system in our country, the thesis draws such a conclusion that why the farmers' medical security can not be solved mainly lies in the fact that the medical resources are insufficient on the whole; the management in hospital and the adjustment and supervision of the medical price fail to be put into place; the power of support given by the country and the government at all levels is not enough; the farmers are lacking in sufficient capital for medical security and in basic medical security etc. The thesis sets out from four aspects to explore the necessity and feasibility of making perfect the legal system on medical security of farmers. It also tries to put forward the conception and basic system to establish the legal system on the farmers' medical security in our country based on the reason of the issue of the farmers' medical security, so as to maintain better the legal right of the farmers' medical security.
