From Compositive Utilization To Circular Utilization: A Change Of Legislation Thought

The economy of China has achieved a rapid growth since the establishment its policy of reformation and opening to the outside world more than 20 years ago. However, the rough economic growth manner is based on the sacrifice of environment and the enormous waste of resources with an evil consequence of the deterioration of environment and the exhaustion of resources. With growing emphasis on the environmental problems and the survival crisis, a large amount of environmental laws came out, which involve the regulations on resource's compositve utilization.As the economic and financial center of China, Shanghai has a big need for resources while facing a large population, a lack of resources and a small environmental capacity. Therefore, Shanghai has long put great emphasis on resource's recycle and reuse and has constituted several statutes to ensure resource's compositive utilization. From the above, we can come to the conclusion that Shanghai is a typical object in the research of resource's compositive utilization.This paper focuses on the analysis of the factual result of the resource's compositive utilization in Shanghai and the summary of the corresponding laws and statutes. It takes a deep research into the diverse problems in this aspect and tries to give out some suggestions on the legislation concerning circular economy.As for the clue of this paper, it follows the traditional way of summarizing the factual information, bringing forward the problems and offering corresponding solutions.Part 1 expatiates on the background of the resource's compositive utilization in Shanghai.
