Study On Our Country's Circular Economy Legislation

Legislation is an unitary, overall, dynamic understanding, grasping and weaving on various ideas, principles, rules, systems, and other means. It has a significant difference in various human society.Circular economy is the " thrice-win" economic development model to promote harmonious development about social, economy and ecological environmental protection. Research Economic Cycle legislation is beneficial to the overall dynamic system in the perspective of understanding and grasp of the economic cycle adjustment of various legal means, guiding circular economic legislation. The development model of circular economy requires fundamental change pollutants terminal management ideas to reduce, reuse, and recycle as the principles of resources, economic development and environmental protection. Corresponding, the legislative work must also make changes. From the perspective of equity interests of the allocation of social resources and social relations between the interests of the main systematic analysis, establishing a clear ecological center, ensure the environment-friendly, resource-conserving society building. Finally, analyzing《Circular Economic Act Draft》, focusing on the related concept of Discrimination. The first meeting of the 11th National People's Congress decided to establish the Department of Environmental Protection, this paper argues that should take this opportunity to establish a scientific circular economic legislation, enforcement mechanisms.
