The Circular Econommy Legislation In Guangxi Prpblem Research

With the deepening understanding of the concept of sustainable people,now people more and more emphasis on changing economic development model.New economic development model needs to promote the generation and development of circular economy,circular economy is under the new situation,through active exploration model of economic development.Our ChuDu on circular economy law in 2009 of the law of the People’s Republic of China circular economy promotion law",from now on,the circular economy in our country law earlier had strong guidance and support.Guangxi is a large population and abundant resources in western China,but no economic development level is proportional to the superior resources,industry,agriculture,forestry and so on various industry has very big development space,especially the development of circular economy has great potential.But if just rely on the national level in guangxi "circular economy promotion law" is difficult to make the implementation of the circular economy development model in the promotion and development of guangxi,urgently need a can have a clear,strong operability in our province the local laws,and this law aims to facilitate and promote the growth of circular economy in guangxi and prosperity,for example the guangxi zhuang autonomous region to promote circular economy ordinance and other similar local law.This article mainly discusses and elaboration of circular economy in guangxi involved in some of the problems in the legislation,from the recent situation to the problems,from the edge to the feasibility of legislation,from abroad to domestic,from the macroscopic idea are microscopic concept and so on various aspects do shallow PouShi,recycling economy regulations are formulated for guangxi local legislation and implement the "circular economy promotion law" to do a little advice.Around the current legal system of circular economy in guangxi,this paper focuses on four aspects of the problem:First,on the brief analysis of the definition and characteristics of circular economy,discusses the difference between it and other related concepts,in order to better distinguish between the basic concept of circular economy with the other concept similarity.Second,the analysis of the current legal system of circular economy in guangxi and its existing problems,that is,from national level and at the local level in guangxi related law was summarized and analyzed.Third,the circular economy legislation abroad,such as more perfect country comparison and reference,learn from other domestic provinces of the circular economy legislation activities associated with the practical experience.Fourth,the idea of economic legislation in guangxi.Firstly,the paper points out the advantages of developing circular economy in guangxi and the necessity and feasibility of the legislation,and then makes the legislative ideas from both macro and micro.
