In the current international relations, the competition of the nations'overall strength will determine the rank of a country in the future world order. As the soft power has an increasing impact in the international relations, the major powers have paid more attention to enhance their soft power. For a world power, the key point to ensure and expand its influence in a region not only depends on their hard power, but soft power. To some extent, the competition of the soft power will be more important. In the international politics, the competition of the soft power is more brutal, more subtle, and it brings a war without gunsmoke.The Middle East links Asia, Europe and Africa of three continents, and it is the communication hub of the Atlantic and the Indian Ocean. It has been proved that the Middle East has the 60% of the world oil, which could be regarded as the world throat. Generally speaking, who controls the entire Middle East, he strangles the world throat. So the battlement of the major powers in the Middle East is fierce.In 2003, the outbreak of the Iraq war has a far-reaching impact on the Middle East region and the whole world. It not only overthrew the dictatorship of Saddam Hussein, but also indirectly contributed to the rise of Iran in the region. The distribution of the soft power of the United States after the Iraq war has become more prominent. Soon the United States put forward the "Greater Middle East Initiative", with an attempt to reshape a Middle East in line with the interests of the United States. The Obama Administration has launched a series of diplomatic actions, which was called"Smart Power"characterized by a relatively clear balance, comprehensive and systematic policy with an attempt to rebuild its influence in the Middle East. However, it is still a question that whether the new policy would bring reconciliation between America and Islamic world.
