On June 9th,2004, the Group 8 summit put forward the Greater Middle East Plan under the name of the Group 8 officially which was advocated by the United States. The plan aims to carry out political, economic, social and cultural reforms in Israel, Turkey, Iran, Afghanistan, Pakistan and other 22 Arabian countries, and it has become a basic strategy and policy adopted by Bush administration in dealing with the Greater Middle East countries.The Greater Middle East Plan consists such issues as the reconstruction of Afghanistan, the reconstruction of Iraq, the peaceful process of Israel and Palestine, Iran Nuclear Issue, Issue of Syria, even the prospect of the two important Islamic countries-Turkey and Pakistan is consisted as well. It can be said that the Plan has concluded the current issues of America and the future key issues that the Plan will face, thus it has become the"basic", and the"fundamental"strategy of America for the Middle East. The United States holds that by way of peaceful and unpeaceful measures to expand democracy can it realize its strategic goals of reshaping the orders of Middle East, ensuring American hegemony and security.However, the Middle East area is neither Japan nor Germany, there are many unpredictable difficulties for America to expand democracy and"Americanize"Middle East. Iraqi and Palestine's democratic process, the two models of the Greater Middle East Plan, are unusually difficult. In the past year, Iraq fulfilled its constitutional process and parliament's election in accordance with the America's plan staggeringly. But Iraqi political conditions haven't been improved accordingly. It seems that Palestine's course of democratic reshaping was not diverted at Americans'will. Hamas won the election against the long-term power Fatah overwhelmingly. All these have shown that the Middle East democratic reform plan doesn't go so smoothly which"by imposing democratic reforms in those countries where social base of democratic system is weak or scare seriously so as to contain the radical forces and terrorism"This article tries to analyze the theoretic base and background, the forming process, effect and obstacles of the Greater Middle East Plan on the base of deep research into their historical cultures, political status, features of religious belief, and the development of America's Middle East Policy of the Middle East countries, then evaluate the Plan and assess its future development.
