Development of human resources in the public sector is an important source in improving government productivity. Affect the productivity level of structural elements, governmental organizations in the capital management process includes not only the material capital, but also human capital of civil servants. Investment human capital to enable the civil service through the intelligence, work skills and health and the revenue growth initiative and the quality of public investment in human resources than the initial state have it to significantly increase, which has been working to strengthen the capacity in which the use of the large amount of investment over the output. The government can fundamentally improve operational efficiency; strengthen the government's administrative capacity. Public sector productivity has been brought into full play the ultimate economic benefit.In introducing the human capital theory to the civil service training, Not only contribute to the general understanding the differences of the human capital and the human capital Civil essentially, and also has great significance in understanding of the major role of Civil Service Training in development of human resources in the public sector, Meanwhile, it is practical guidance to the current civil service training.This paper based on the study of human capital theory, and uses the method of Summarized analysis on the civil servants human capital characteristics; Combination China's current training of civil servants situation and problem, then, uses the method of system analysis, Analysis the Connotation of the system of the Civil Service Training bases on human capital, the Basic goal of Improve productivity and promote the value of Civil Service human capital and the Principle, Performance-oriented, cost-efficiency, capacity and attention to personal development based, Finally, the specific recommendations to be established from training requirements, training support, and training assessment.
