Public policy formulation is actually the process that authority to distribute social interests,because of a policy are introduced by the government which can affects expected returns of interest groups, so each citizen will choose to actively instill their interest requirement to the policy system in order to protect their own rights. As a result of it was affected by "elite decision-making mode" at the end of the century,a few of the political elite dominanted public policy formulation process, leading to most citizens couldn’t normally express their interest demands,and social interest distribution present the unbalanced pattern——"the most profit and the fewest loss".At the same time,due to the public policy lacked of equity for long-term and the powerful interest group intervene decision, leading to behavior of citizens interest expression could not get fair treatment,the public policy faced dilemma of public opinion.These has prompted the government increasing the cost of maintain social stability,even increasing social unrest and turbulence factor day by day. It made the public policy formulation trapped into the vicious circle on public lacks.As a new train of thought for pluralism of social participation in public policy formulation, post modern public administration theory of discourse is helpful to realize equality, freedom and effective interest expressing in the public policy formulation, provides legitimacy basis for society to participate in the decision and creates a communication platform to build relationship between government and citizen in public policy formulation.Especially, its emphasis on core concepts about "public energy field","some people dialogue" form and judgment basis on the discourse of legitimacy provides system innovation theoretical basis for solving the obstacle of expression of citizens interest,such as closed discourse thinking,one-way communicated discourse approach, linear bureaucratic discourse control and non-standardization discourse field.For realizing system innovation in expression of citizens interest in public policy formulation in our country,it must follow the people-oriented,equal consultation,democratic governance of public administrative spirit, establish a "interest discourse field" which conforms to the situation of our country.Through making clear discourse boundaries and principle, perfecting democracy and the system to safeguard the citizens interests, combinating of various aspect of discourse field proactive regulation,representative selection standard,negotiation discourse form,discourse discuss process,discourse communication system,discourse operating carrier,discourse evaluation index and power supervision system,relying on social organization,social capital,democratic political system power. By virtue of dialogue, discussion,consultation,negotiation,argument and other specific methods,it makes the public policy formulation process more openness, equality and pluralism,impelling whose results benefiting all people.This paper mainly uses a variety of methods such as literature analysis, deduction and induction, case analysis, normative analysis and historical analysis,on the basis of analysising and summaring the post modern public administration of words theory of discourse, public policy formulation and expression of citizens interest, analysising and thinking present situation and problems about expression of citizens interest in public policy formulation. Through the abstract theory, graph interpretation,we must be based on the post modern public administration theory of discourse, establish a "interest discourse field" remodeling public spirit and goal orientation of citizens to express interest, establish a benign interaction discourse network for citizens to express interests,realizing system innovation of expression of citizens interest in process of public policy formulation.
