In this kind of situation, it urged government adjusting structure, transformation function to realize reforming from its own angle. Therefore, synthesizing the influence of all kinds of factors of the domestic and foreign countries, it's the target to construct the service government under the new situation of government reforms.This research paper can be divided into four parts to dissertate building service government: in the fist chapter, it has analyzed the concept, characteristics and structure of service government from theory angle. In second part, it has demonstrated the theories of the service government. The theory of people's sovereignty, public administration., government bylaw and serve for the people are the solid foundations to construction service government. In the third part, it has narrated the practice of our country to construction the service government, and elaborated the reasons of construction service government in our country and the main procedure as well as the existence question in practice. In the fourth part, it has pointed out the countermeasure and suggestions to construction service government. The basic way to construction service government need to set up modern administration view, further transform the government function, consummation structure supplies, strengthen the policies innovation and vigorously develop the non-government organization.
